SingPass for Expats in Singapore

SingPass is Singapore's national digital identity system and the key to accessing government services, filing taxes, managing your pass and using Myinfo with banks and insurers. Setting it up promptly is one of the most useful first-week tasks.

What SingPass is

SingPass (Singapore Personal Access) is the national digital identity platform managed by GovTech. It provides a single login to over 2,000 government and private sector digital services. For expats, it is the gateway to MOM pass services, IRAS tax filing, CPF account access (for eligible pass holders), HealthHub medical records, ICA services and Myinfo. It is not optional — most government interactions in Singapore require SingPass authentication.

Who can register

Foreigners holding a valid Singapore long-term pass are eligible: Employment Pass, S Pass, EntrePass, Personalised Employment Pass, Dependant's Pass, Long-Term Visit Pass, and Student Pass. Short-term visit pass holders and tourists cannot register. Your pass must be active — registration tied to an expired or cancelled pass will be rejected. Check your pass status on the MOM website before registering.

How to register

Go to the Singpass website (singpass.gov.sg) and select Register. You will need your FIN (Foreign Identification Number) from your pass, date of birth, and a local or overseas mobile number. After completing the online form, a one-time password (OTP) is sent to the mobile number provided. Once the initial registration is confirmed, you proceed to set up two-factor authentication. New users without a local mobile number should proceed to face verification before attempting app setup.

The Singpass app and 2FA

Two-factor authentication (2FA) is mandatory for most government service transactions. The recommended method is the Singpass app (available on iOS and Android), which enables face or fingerprint login and generates in-app authentication codes. Setting up the app requires a Singapore mobile number or completion of face verification at an in-person counter. The app also stores your digital identity card, allows Myinfo sharing, and supports QR code login at kiosks and service counters.

Face verification for new arrivals

If you do not yet have a Singapore mobile number or cannot receive SMS OTPs reliably, you may need to visit a Singpass Face Verification counter to activate your account. These counters are located at ICA Building, selected CPF service centres and some community centres. Bring your original pass (not a photocopy) and your FIN. Face verification typically takes under 10 minutes once you are at the counter. After verification, you can complete app setup remotely.

What SingPass unlocks for expats

Once active, SingPass gives access to: MOM services (pass renewal, viewing employment details, e-applications), ICA services (re-entry permits, travel documents for dependants), IRAS (checking tax residency status, filing returns, viewing assessments), CPF services for eligible pass holders, HealthHub (vaccination records, medical history from public institutions, chronic disease management programmes), and Myinfo — the data-sharing service that pre-fills forms at banks, insurers and other providers using your verified government records.

Using Myinfo with private services

Myinfo allows you to share verified government-held data — your address, pass details, income details, employment information — directly with authorised banks, insurers, telcos and other organisations, eliminating repeated manual form-filling. When opening a bank account or applying for insurance, look for the Myinfo option at the application step. You authorise each share individually via the Singpass app. Your data is not shared automatically and you can review what information each service is requesting before confirming.

Keeping your SingPass active

Your SingPass account is tied to your pass validity. When your pass expires or is cancelled, access to some services changes. If you renew your pass, your SingPass account continues — you do not need to re-register. If you change jobs and your EP is cancelled before the new one is issued, some services will reflect this in the interim. Keep your registered mobile number current, as OTPs and security alerts go to the number on record. Update your contact details promptly if your mobile number changes.

I just arrived — when should I set up SingPass?

As soon as your pass is issued and the card is in-hand. Your FIN appears on the pass card and is required for registration. Setting up SingPass in the first week avoids delays when you need to access MOM, IRAS, HealthHub or banking Myinfo services later.

Can my spouse and children on Dependant's Pass get SingPass?

Yes. Each pass holder registers individually. Dependant's Pass holders above a certain age can register. Children below the minimum age threshold may not be eligible for their own SingPass account — check current eligibility rules on the Singpass website as these change periodically.

What if I lose access to my registered mobile number?

Contact Singpass support or visit a Singpass counter in person with your original pass to reset your 2FA settings. Do not discard your registered SIM until a replacement mobile number is updated in your Singpass account.
